The following cities also have an income tax in addition to the property tax, which East Lansing does not: Albion, Battle Creek, Big Rapids, Detroit, Flint, Grand Rapids, Grayling, Hamtramck, Highland Park, Hudson, Ionia, Jackson, Lansing, Lapeer, Muskegon, Muskegon Heights, Pontiac, Port Huron, Portland, Saginaw, Springfield and Walker.
Cities also differ in the relative importance of property exempt from property taxation. It is high in Lansing (state government, community college, & hospitals) and East Lansing (MSU). Also an issue in Ann Arbor, but that city is much larger than East Lansing.
Because East Lansing is small geographically, a lot of the property value that affects local citizens is outside of the City boundaries (think Eastwood).
Cities also differ in the relative importance of federal and state aid.
